Assoc. Prof. Dr. Dalia Šatkovskienė

Assoc. Prof. Dr. Dalia Šatkovskienė is affiliated senior researcher at Institute of Theoretical Physics and Astronomy of Vilnius University &President of BASNET Forumas association, Board Member of European Women Scientists Platform (EPWS) & Chair of Organizing Committee of the meeting. Dr. Dalia Šatkovskienė initiated the Baltic States Stakeholders meeting and gave the introductory talk during the opening ceremony of the Conference emphasizing the necessity to start real steps to improve the situation of ECR in the Baltic States Recognizing the Development of Future Scientific Potential as National Priority.

Prof. Dr. Edita Sužiedelienė

Vice‐ Rector of Vilnius University

Prof. E. Sužiedėlienė graduated from Vilnius University, majoring in biochemistry (1986). She continued her scientific career at Vilnius University, Department of Biochemistry and Biophysics. In 1991–1993, she interned at Washington University (St. Louis, USA), in 2000 and 2001 – at the P. and M. Curie University (Paris, France) and the Karolinska Institute (Stockholm, Sweden). Her scientific interests include fundamental and applied research in the fields of biochemistry and molecular biology, the study of molecular mechanisms of bacterial antibiotic resistance, responses to environmental stress and pathogenesis, and the development of molecular detection and inactivation methods for pathogenic bacteria.


Mrs. Vaida Aleknavičienė

Chair of Committee on Education and Science of LR Seimas.

Mrs. Vaida Aleknavičienė is an educationalist, social worker and Lithuanian public and political figure. In 2000, she graduated from Šiauliai University with a degree in teaching, and in 2006, she graduated from A. Stulginskis University with a degree in education. In 2021 she graduated from Mykolas Romeris University with a degree in social work. She worked as a project manager and teacher at the Joniškis Agricultural School, and from 2015 to 2024 she was the deputy mayor of Joniškis district.  In 2024 she was elected to the Seimas for the 2024-2028 term.


Prof. Dr. Gintaras Valinčius

Chairman of the Lithuanian Scientific Council.

Prof. Dr. Gintaras Valinčius, Chairman of the Lithuanian Scientific Council. He is an experienced and recognized scientist in the fields of biochemistry and life sciences, with a career spanning 40+ years, Chairman of the Research Council of Lithuania. Founder and former director of the Partnership Institute for Genome Editing Technologies and the Life Sciences Centre, a partner of the European Molecular Biology Laboratory (EMBL). Earning widespread recognition and admiration within both national and international scientific communities, expertise has extended to high-level advisory roles: advised Lithuania’s Minister of Science and Education on the development of national research infrastructures, was one of the leaders of the Smart Specialization Strategy, and currently serve as an advisor to the NATO Advisory Expert Group on emerging and disruptive technologies. Distinguished academic journey includes esteemed US institutions — National Institute of Standards and Technology, Johns Hopkins University and Carnegie Mellon University. Notably, a pioneer in introducing electrochemical and biomimetic methods for bio system research in Lithuania. A visionary leader and presenter, driving innovation and knowledge creation in the scientific community.

Dr Anne-Sophie Godfroy

Associate Professor of Philosophy at the University of Paris-Est-Créteil

Dr Anne-Sophie Godfroy is an Associate Professor Anne-Sophie Godfroy is an Associate Professor of Philosophy at the University of Paris-Est-Créteil and a researcher at ” Republique des Savoirs “, a joint research unit of the Ecole Normale Supérieure – Paris Sciences Lettres, the CNRS and the Collège de France. She is currently chairing the COST Action VOICES “Making Young Researchers’ Voices Heard for Gender Equality”.  Over the past decades, she has been involved in European-funded research projects on gender equality. Her research interests include the production and circulation of knowledge, responsible research and innovation, gender and science, international comparisons, epistemology and methodology in pluridisciplinary contexts. She gave the keynote speech “Policies for young researchers to make science and research more inclusive”

Prof. Artūras Žukauskas gave presentation entitled “Recent Progress in Resolving Issues for Early Carrier Researchers in Lithuania”


Ms. Baiba Rivza

Is Professor, Dr Habil. Oec. of Economics of Latvia University of Life Sciences and technologies

Ms. Baiba Rivza is Professor, Dr Habil. Oec. of Economics of Latvia University of Life Sciences and technologies; ex-minister of Ministry of Education and Science of Latvia, President of the Academy of Agricultural and Forestry Sciences of Latvia; Secretary General of the Academy of Sciences of Latvia; Foreign member of the Swedish Royal Academy of Agricultural and Forestry Science, of the Academia dei Georgofili and of the Lithuania Academy of Sciences; Expert from the European Academy of Sciences Academic Advisory Board (EASAC) in the field of economics. Coauthor of Research „Circular economy: a commentary from the perspectives of the natural and social sciences”( www.easac.eu ). Baiba Rivza has experience on international and national scientific projects. Together with doctoral students Vivita Viksnina based on research and economic calculations, proposals will be made regarding plant and soil health and sustainability. Sustainable soil heath in the Nordic and Baltic regions is of vital importance, hence the need to develop and implement new innovations and economically justified solutions.

Dr. Katrin Kiisler

Dr. Katrin Kiisler is currently the head of the research policy department at the Estonian Ministry of Education and Research. Until recently, she served as the secretary to the Prime Minister’s R&D Council and before that spent two decades at the Estonian national agency for education overseeing the in internationalisation  of Estonian higher education and research. Katrin holds a PhD in Higher Education Research from Lancaster University and a master’s degree in Sociology from the University of Tartu. Her research focused on transnational mobility of young researchers and reversing brain drain in higher education.

Dr. Edita Bagdonaitė

Adviser at the Research and Higher Education Policy Analysis Unit, Research Council of Lithuania

Dr. Edita Bagdonaitė is Adviser at the Research and Higher Education Policy Analysis Unit, Research Council of Lithuania. She has PhD in Biomedicine and is MSc in Innovation and Technology Management. Edita has been working as an Adviser at the Research and Higher Education Policy Analysis Unit Research Council of Lithuania. She is an expert in European Research Area (ERA) Action 4 – Promote attractive and sustainable research careers, balanced talent circulation and international, transdisciplinary and inter-sectoral mobility across the ERA.

She has been involved in the Mutual Learning Exercise (MLE) on Research Careers. This MLE, by supporting the implementation at national level of the new European standards for research careers, will foster more attractive and sustainable careers in all sectors, thus contributing to strengthening the ERA.

She also has experience with the Organisation for Economic Cooperation and Development (OECD) network. Edita has worked 8+ years as a researcher and has over 12 years of experience in innovation management, while being engaged in design, implementation, monitoring and evaluation of national and international research and innovations policies. She is author of 30+ articles and is an experienced speaker at international conferences. She has experience related to the cooperation within quadruple helix. She consulted market-oriented Research Labs and SMEs to develop and commercialise innovative products and services. At Agency for Science, Innovation and Technology (MITA) she worked as trainer conducting trainings for Horizon 2020, and Horizon Europe applicants. She had been a member of the Committee for the European Innovation Council (EIC) and European Innovation ecosystems.

Prof. Dr. Gita Revalde

Member of the Academy of Science of Latvia

Prof. Dr. Gita Revalde, a Member of the Academy of Science of Latvia, is a professor at Riga Technical University and a leading researcher at the University of Latvia with over 30 years of academic and administrative experience. She held several administrative leadership positions such as Deputy Rector of RTU, Rector, and Director of the Latvian Research Council, and president of a university in Kazakhstan. She worked also for the Ministry of Education and Science as a Director of the Higher Education department in the period 2007 -2012.  Gita Revalde works as a recognized accreditation expert and takes part in many consulting bodies related to science and higher education policy. She has received many honorary diplomas, including from the Prime Minister of Latvia and the Minister of Education and Science. Prof. Dr. Gita Revalde gave the speech “Is it easy to be an ECR at Latvian universities?”

Prof. Dr. Loreta Kelpšaitė‐Rimkienė is member of Klaipėda University Council. She brings extensive experience in academia, research, and leadership with a multidisciplinary background in Environmental Physics and a Ph.D. in Civil and Environmental Engineering. Jūras Banys is the president of the Lithuanian Academy of Sciences and a professor at the Institute of Applied Electrodynamics and Telecommunications, Faculty of Physics, Vilnius University. Prof. Banys is a member of the Advisory Board of the European Conference on Applications of Polar Dielectrics, the European Committee on Ferroelectricity, the AMPERE Group, and a Senior Member of the IEEE. He is a foreign member of the Latvian Academy of Sciences, a corresponding member of the Saxon Academy of Sciences, and an honorary professor at the University of Uzhgorog (Ukraine).

His main areas of research encompass lattice dynamics, ferroelectrics, structural phase transformations, dipole glasses, relaxors, dielectric spectroscopy, multiferroics, composites, and electron paramagnetic resonance. He has published 600 papers and presented over 1300 papers at international conferences.

Prof. Jūras Banys has been awarded the Officer’s Cross of the Order of the Lithuanian Grand Duke Gediminas, St Christopher’s statuette, and the Medal of the Baltic Academies of Sciences. He is also a recipient of the Lithuanian Science Prizes (2002, 2023), the Povilas Brazdžiūnas Prize of the Lithuanian Academy of Arts and Sciences and other awards.

Dr. Juozas Grigas. The main affiliations of dr. Grigas include the position of associate professor at the Department of Anatomy and Physiology at the Veterinary Academy of Lithuanian University of Health Sciences and senior researcher at the Institute of Microbiology and Virology of Lithuanian University of Health Sciences. He is also a postdoctoral researcher at the Institute of Biotechnology of Vilnius University Life Sciences Center, a visiting researcher at the Viral Immunology Department of Biological Research Center in Madrid, Spain, a member of Lithuanian Academy of Sciences Young Academy and a Lithuanian delegate to Young Academies Science Advice Structure of Young Academies of Europe. His field of research interest primarily concerns zoonotic viruses, including hepatitis E virus, tick-borne encephalitis virus, and SARS-CoV-2, with particular focus on viral immunology, virus-host protein interaction and epidemiology.

He has been working in Aalto University, Finland as a researcher (2015-2017) and ITMO University, St. Petersburg, Russia as a visiting professor (2019-2022). In 2017 she returned from her postdoctoral studies at Niels Bohr Institute (NBI, University of Copenhagen, Denmark) and now she is the head of the Department of Bioelectrochemistry and Biospectroscopy and a senior fellow researcher at the VU Life Sciences Center.”. Budvytyte R., was awarded by L ́Oréal Baltic For Women in Science program’s fellowship “For Women in Science” in 2020 for her significant contribution to the development of the science field in Lithuania.

Dr. Sandra Pralgauskaitė, Assoc. Prof. of Vilnius University Faculty of Physics. Sandra Pralgauskaitė received Bachelor Degree in Radio physics and Master Degree in Telecommunication Physics and Electronics in 1997 and 1999, respectively, in Vilnius university. In 1999 Sandra Pralgauskaitė started doctoral studies in Semiconductors Physic Institute (Lithuania). In 2003 Sandra Pralgauskaitė has defended doctoral dissertation on “Optical and electrical low-frequency noise characteristics of multimode and single mode InGaAsP/InP multiple-quantum well laser diodes” and received doctor degree in Physical science. Since 2003 Sandra Pralgauskaitė is working in Institute of Applied Electrodynamics and Telecommunications (former Radio Physics Department) of Vilnius University. The main research interests of Dr. Sandra Pralgauskaitė are optoelectronic devices, noise characterization, quality and reliability of electronic devices. Dr. Sandra Pralgauskaitė is chair of Council of the association and BASNET Forumas alternate member of EPWS board.
